Market Facilitation and Womens Empowerment Officer

MARKET FACILITATION AND WOMEN’S EMPOWERMENT OFFICER
Concern is implementing the Realigning Agriculture to Improve Nutrition Project Plus (RAIN+) in Mumbwa Central Province that focuses on reducing the prevalence of stunting in children by promoting improved nutrition during the critical period from conception to 23 months of age. Concern is also a member of the consortium (SUN Fund) responsible for the scaling up of nutrition under the Most Critical 1000 Days Programme through capacity building and support to the key line Ministries. Concern believes that women’s empowerment and gender equality are pre-requisites for development, ensuring women have access and control over resources and a voice in the community.
We are currently recruiting for a Market Facilitation and Women’s Empowerment Officer to be based in Mumbwa, Central Province. The principle purpose of the position is to achieve the project outcomes of women’s economic empowerment, increased incomes from sales of micronutrient rich produce and improved access to inputs through the markets, in coordination with other project staff.
The Market Facilitation and Women’s Empowerment Officer will facilitate implementation of the Realigning Agriculture to Improve Nutrition Plus (RAIN+) project in line with the proposal and work plan. The Market Facilitation and Women’s Empowerment Officer will provide support to market groups and facilitate linkages with private sector for the beneficiaries at local, district and national levels.
Main duties and responsibilities:
  Interactions with Markets:
  • In coordination with the DPC and Head Officer Advisors; finalise the strategy for the markets component of RAIN+ including:
    • Agree the best structure for the farmers (new markets groups, RAIN+ groups, associations) and support the formation and development of the structure.
    • Organise and support cascading trainings for the marketing groups as per the operational manual.
    • Supervise the activities of the marketing groups ensuring business plans are developed and reviewed by leadership of the groups.
    • Develop, revise of replace the marketing manual in consultation with the relevant staffs.
    • Develop and support the strategy for seed and input supply.
    • Identify through the value chain process the best options for Concern to engage with other stakeholders.
    • Provide linkages to the groups with private sectors at local, district and national levels through conducting market research and analysis.
  • Research and maintain active links to the private sector to exploit opportunities for the RAIN+ beneficiaries
  • Follow up with the groups from the RAIN pilot and provide support as needed.
  • Develop annual work plans for marketing and ensure the same are fully implemented and incorporated into the main plan.
   Overall programme management and support:
  • Support day to day high quality project implementation against work plan.
  • Provide technical support to the partner and Concern staffs regarding markets through trainings and reviews.
  • Agree the data needs for the marketing component with the PM&E officer and work with all staff to ensure monthly data is collected, analysed and reviewed in a timely manner
  • Work with Concerns partner organisations to optimise the impact of the markets component on women’s empowerment. Ensure gender equality is mainstreamed in all markets activities.
  • Provide monthly qualitative and quantitative reports and help to feed into annual report
  • Contribute to wider learning within Concern Worldwide through regular documentation, through synthesis of material from various sources, and through identifying opportunities to integrate the learning into the project.
  • Facilitate the integration of HIV & AIDS and Accountability within the project.
  • Participate in project relevant technical groups/ fora (district, province level) on behalf of Concern.
  • Conduct other duties as assigned by the supervisor not directly connected to marketing.
Education and experience required:
  • A Diploma in marketing or a related field (with an agricultural focus).
  • At least 3 years work experience preferably with an NGO on agricultural projects.
  • Experience in community-based programming, including training of and working with small scale farmers
  • Experience in working with partners or partnership management
Special skills, aptitude or personality requirements:
   Essential:
  • An empowering working style with commitment to capacity building of development actors including partners and beneficiaries.
  • Good understanding of the role of M&E in the project cycle.
  • Good analytical skills including basic statistics
  • Fluent English language communication skills (written documentation, reporting).
  • Strong computer skills particularly Word and Excel.
   Desirable:
  • Good understanding of gender/equality issues, HIV & AIDS mainstreaming, advocacy, disaster risk reduction and human rights-based development.
  • Working knowledge of local languages common in Mumbwa.
