District Program Manager—Rufunsa
Contract: Full Time up to four years + Project: USAID Community Forests Program (CFP)
Location: Rufunsa District, Zambia
Reporting To: Operations Coordinator
BioCarbon Partners (BCP) is a Zambian-registered forest carbon development and management company. BCP is a social enterprise that engages in community-focused conservation work that aims to involve and empower local people in the areas in which it operates, so that together they can work as allies in their effort to conserve the landscapes for their benefit. BCP is implementing the Community Forests Program (CFP) funded by USAID/Zambia.
BCP seeks a dynamic, talented Zambian national to manage and oversee program operations in Rufunsa District. Currently, the project is expanding to new communities and areas. The Manager will coordinate all District activities with all entities involved. The employee shall be in charge of the day-to-day operations of organization within the District and shall conduct business therein. This is a field-based position in rural Rufunsa District, and we are looking for self-motivated, responsible candidates who have previous field management experience or who are open to the idea of working in the field, including in remote and/or rural locations.
The position will include travel within Rufunsa District, and the District Program Manager will be expected sometimes to camp in basic conditions and to be independently mobile, including the use of motorbikes and vehicles as means of transportation.
Responsibilities:
  • Management: Oversees all district programs related to livelihoods, engagement, conservation management and directs the work of district-based personnel to ensure annual and long range goals are being met.
  • Coordination: Oversees site selection activities, and provides overall engagement, logistical and coordination support to field teams.
  • Livelihoods: Assists livelihood activities through direct implementation, and/or overseeing the work of sub-contractors. Develops meaningful community benefit schemes within the district in cooperation with various Partner originations, Government and other stakeholders.
  • Engagement: Maintains a cooperative working relationship with all natural resource agencies operating within the district, community-based organizations, civil society and other stakeholders. Delivers skilled facilitation and engagement.
  • Reporting: Responsible for reporting and budgeting, and supporting teams to do the same.
  • Financial Management: Works with Operations Coordinator to develop and administer annual budget.
  • Communications: Ensures public information and education programs continue to be an ongoing process. Responsible for developing blogs and communications updates.
  • Oversight: Ensures the proper maintenance and use of all project equipment and facilities.
  • Governance: Supports capacity building of community-based governance institutions and stakeholder partners.
  • REDD+ Verifications: Guide successful verification events for forest carbon projects and be able to plan, develop and guide integrated activities which support deforestation mitigation.
Required Knowledge, Skills and Abilities:
  • Good communication skills, both verbal and written. Talented community facilitator.
  • Experience with MS Office, including Word and Excel.
  • Management, administrative and organizational skills.
  • Experience managing a team.
  • Bachelor’s degree in humanities, agriculture or natural resource management.
  • Experience with REDD+ a plus.
  • Zambian rural experience a must.
  • Ability to work independently.
Qualifications:
  • BA or BS in relevant field OR very strong (minimum 3 years) relevant experience (Managerial Experience)
  • Fluency in English required; Proficiency in additional languages required
  • Ability to live in rural and/or remote field-based areas
  • Specific technical / livelihoods project experience
  • Valid driver’s license and/or motorcycle license
