Team Leader/Project Coordinator
Position: Key Expert 1 – Team Leader/Project Coordinator
Contract: Full time (for duration of the project) August 2015 for 3 years.
Location: Lusaka, Zambia
Deadline: 17th April 2015
Project: Health Systems Strengthening – Support to the Ministry of Health and Zambia Medicines Regulatory Authority
This is an EU funded project with an overall objective of contributing to the strengthening of health systems in Zambia. It is a part of the larger EU funded Health Systems Strengthening (HSS) programme with an overall budget of Euro 18 million. It aims at strengthening critical support functions of the health system particularly in support of the Ministry of Health (MoH), the Ministry of Community Development, Mother and Child Health (MCDMCH), the Zambian Medicines Regulatory Authority (ZAMRA) and Medical Stores Limited.
The purpose of the project is as follows:
I. Assist the MoH supervisor of an existing Health Systems Strengthening programme in overall coordination and implementation of the Programme Estimates (PE) for (ZAMRA) and MoH (rational use of drugs component) and the management of the demand driven envelope for (short-term) non key experts. Assist MoH in all HSS-programme related procurements processes and in correct use of EU rules and regulations on procurement of services, supplies and works.
II. Assist Zambia Medicines Regulatory Authority (ZAMRA) to effectively execute its quality control functions and contribute to building its quality control capacity
III. Assist ZAMRA to effectively execute its regulatory functions and contribute to building its capacity to implement its regulatory functions
The Team Leader/Project Coordinator will be based in the Ministry of Health offices in Lusaka
Qualifications and Skills:
- Minimum of a master’s degree in Development, Business Administration, Economics, Civil Engineer, Architect or equivalent
- Additional Qualifications in health related sciences will be considered as an advantage.
- Specialised training in procurement desirable
- Fluent in English (oral) and possess excellent communication and writing skills in English with computer skills appropriate for the task.
- The expert must possess excellent inter-personal skills related to team management and networking.
General Professional Experience:
- A minimum of 12 years relevant professional experience of managing development projects and programmes related to capacity/institutional development and/or government processes, preferably in Africa
- Specific demonstrated experience in overall programme management involving many stakeholders is considered an advantage
Specific Professional Experience:
- Specific demonstrated experience for 5 years in long term assignments (>12 months) related to development project management, preferably related to the health sector
- A minimum of 5 years’ experience in procurement/tendering of works, services and supplies – clearly outlined in your CV, this experience should include contractual oversight.
- Specific demonstrated experience with EU rules and procedures for procurement of Services and/or Works is considered an advantage.
- Experience with programme estimates is considered an advantage
